They were invited to participate in the Senbatsu despite being the runner-up and not winning the Fall Tournament. The baseball federation probably saw their talent and potential to do good. I read somewhere that about 32 teams can participate in the Senbatsu. 10 can immediately particpate because they won their district tournaments in the Fall and the other 22 have done really good in the tournament and are invited.
